How Does Council Fulfill Their Role?

Strategic Goals & Objectives:
  • Identify priorities for services and programs;
  • Align resources (financial, staffing, facilities, community partners);
  • Develop policies and plans to implement goals & objectives;
  • Ensure compliance with Provincial legislation.
To Achieve Goals & Objectives, Council:
  • Receives research and advice from C.A.O. and Department Heads;
  • Consults with community partners and general public;
  • Reviews and evaluates Town Policies, Procedures and Programs;
  • Monitors implementation of programs, projects and directives;
  • Establishes and maintains the financial integrity of the Town through good fiscal and risk management.

Meetings of Council

Regular Council meets the 4th Wednesday of each month at 7:00 p.m. in public session or sooner if an In-Camera session is required.

Special meetings of Council may be held at 7:00 p.m. on the 2nd Wednesday of each month as required. The business to be considered at the special meeting shall be identified on the agenda and no business other than that stated in the notice shall be considered at such meeting.

Public Delegations/Presentations to Council/Sections

All requests for deputations shall be processed in accordance with Councils Policy on Deputations and Presentations.

The Town Clerk, in consultation with the Mayor/Chair and/or C.A.O., shall have the authority to determine the meeting at which a deputation will be scheduled, having regard to time sensitive issues.

Persons desiring to present information on any matters, or make a request of the Council or a Committee, are required to give written notice to the Town Clerk’s Office by 12:00 noon on Wednesday prior to a Council or Section meeting. Such notice shall state the purpose of the deputation and provide a detailed specific outline of the subject matter of the deputation.

In-Camera Sessions of Council

Pursuant to section 239 of the Municipal Act, a meeting or part of a meeting may be closed to the public if the subject matter being considered is:
i. The security of the property of the municipality or local board;
ii. Personal matters about an identifiable individual, including municipal or local board employees;
iii. A proposed or pending acquisition or disposition of land for municipal or local board purposes;
iv. Labour relations or employee negotiations;
v. Litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;
vi. The receiving of advice that is subject to solicitor-client privilege including communications necessary for that purpose;
vii. A matter in respect of which a council, board, committee or other body has authorized a meeting to be closed under another Act.
