 On this page, you'll find information on the various Community Development Projects underway or recently completed in the Town of Penetanguishene.


The Town of Penetanguishene has developed a Community Improvement Plan for our historic downtown.  The Community Improvement Plan provides a set of municipal leadership programs and financial incentive programs to support the beautification, improvement and revitalization of the Town of Penetanguishene.

On February 12, 2020, Council endorsed the release to the public for review and comment the first draft of the Community Improvement Plan. The preparation of the Community Improvement Plan was supported by a Critical Needs Assessment. Both documents can be viewed using the links below:

Additionally, a Workbook was provided with questions on the Community Improvement Plan and other questions about parking and an Advisory Committee on Downtown matters.  The Town will be accepting completed Workbooks until Friday March 27, 2020.  Download a copy of the workbook and submit to Andrea Betty either in a hard copy or by email!

The Statutory Public Meeting was held on June 10th, 2020 for the CIP.  There was no opposition to the CIP and generally comments were supportive and encouraging of the proposed CIP and Project Area.

As a result of the Public Meeting, the Committee of the Whole made a recommendation to Council to adopt a Community Improvement Plan and a Project Area, which will be considered at the August 12, 2020 Council Meeting. 



Staff have been counting cars!  In 2019, a parking study on the supply and demand for parking within the downtown was conducted.  Find the results below:

 Hotel Feasibility Study

In 2014, the Town of Penetanguishene was successful in achieving funding through the Ministry of Rural Affairs' Rural Economic Development (RED) program to complete a hotel feasibility study, as part of the Town's strategic plan. The research phase of the project began in late November 2014 and results of the study are expected in late March 2015.

A Business Retention and Expansion Study (BR&E) is an economic development initiative that proactively connects with local businesses to understand and respond to their needs. The BR&E Study, led by Strexer Harrop and Associates, began in March 2021 with support from Town staff and the Business Recovery Task Force. A total of 98 businesses were contacted throughout the BR&E Study, with 31 businesses participating in the survey and one-on-one interviews. The survey identified that the top advantage for businesses in Town is proximity to the waterfront. The most significant change that businesses would like to see is the revitalization of the downtown. Kitchen and restaurant staff are among the top occupations that businesses have trouble recruiting. A summary of the key statistics from the survey has been provided in Appendix 1 to the BR&E Study. The outcome of the Study is a series of action items that will be implemented in the Town to support local businesses. The Study will serve as a guiding document for future studies, programs, and policies as they relate to business development in the Town of Penetanguishene.
