Council and Committee of the Whole Highlights: June 10, 2026

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Upcoming meetings including agendas and minutes from the meetings are available on our website. This meeting is available for viewing on our YouTube Channel. 

Council

  • Council had 7 residents participate in the Open Forum, where they were provided two minutes to speak about any municipal matter.
  • Mayor Rawson proclaimed June 15, 2026 as World Elder Abuse Awareness Day.
  • Council presented Anita Dubeau with the 2026 Senior of the Year Award. This award was also presented at the Senior Information Day event, June 4, 2026.
  • Council received a presentation from the Severn Sound Environmental Association regarding the Water Quality Monitoring and Citizen Science
  • Council received the Planning and Community Development Department Fee Review memo for information.
  • Council granted initial acceptance of the underground municipal services for the St. Andrews Village subdivision.
  • Council received information related to the proposed Protecting Ontario’s Streets and Communities Act, 2026, Bill 119 and directed staff to provide comments to the Environmental Registry of Ontario as outlined in the report.
  • Council approved four (4) municipal intersections for themed crosswalk line painting in celebration of community organizations/events, as outlined.
  • Council directed staff to apply for the Development Charges Reduction Program as outlined.
  • Council approved the Ontario Clean Water Agency (OWCA) services agreement as outlined.
  • Council passed 3 by-laws, including:
    • 2026-26 Official Plan Amendment No 2 for Town Dock and Town Dock Secondary Plan and Master Plan
    • 2026-27 Subdivision Agreement 1145 Fuller Ave St Andrews Village
    • 2026-28 Agreement with Ontario Clean Water Agency

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received the Drinking Water Quality Management meeting minutes for information.

RECREATION AND COMMUNITY SERVICES

  • Committee received the Trails Committee meeting minutes from January 13, 2026 for information.
  • Committee received the Museum and Heritage Committee meeting minutes of April 9, 2026 for information.
  • Committee received the Penetanguishene Library Board meeting minutes of April 27, 2026 for information.
  • Committee received the Wellbeing and Accessibility Committee meeting minutes of May 21, 2026 for information.
  • Committee directed staff to apply for the 55+ Centre and Ecology Garden Pilot OTF Grant as presented.
  • Committee approved the Change Room Use Policy as presented.

PLANNING AND COMMUNITY DEVELOPMENT SERVICES

  • Committee received the Town Dock Technical Advisory Committee meeting minutes from February 18, 2026 for information.
  • Committee approved the Zoning By-law Amendment for 138 Robert Street East for Burkevale Protestent Separate School
  • Committee approved the Zoning By-law Amendment ZA 3/2025 for 106 Robert Street West as outlined.

FINANCE AND CORPORATE SERVICES

  • Committee received the Huronia Communities Foundation Youth Endowment Fund Annual Report for information.
  • Committee approved the Roads Division Garage and Wash Bay Internal Loan as outlined.
