Special Council

Council convened in Closed Session in accordance with the Town of Penetanguishene Procedural By-law 2023-50, the Council of the Town of Penetanguishene move into an in-camera session to discuss:

  • Verbal Report from the CAO regarding the Main Street Building Collapse Legal & Insurance Update
  • Presentation from the Director of Human Resources regarding Collective Bargaining CUPE Local 2380.08 (Indoor Workers)
  • Presentation from the Director of Human Resources regarding the Volunteer Firefighter Association
  • Fuller Avenue Pole Anchor Easement Expropriation

Council

  • Council proclaimed October 15th to the 21st, 2023 as Small Business Week in the Town of Penetanguishene. A slideshow of businesses was shared.
  • Council held a public meeting regarding 1255 Fuller Avenue Draft Plan of Subdivision and Zoning By-law Amendment. Members of the public provided comments that will be included in the following staff report for Council consideration.
  • Council held a public meeting regarding Building Permit Fee Review. No comments were received at the meeting.
  • Council received a presentation from the Economic Development Corporation of North Simcoe.
  • Council received a presentation from the Protestant Separate School Board Chair Lynne Cousens, Vice Chair Cathie Sindall and Director of Education Tim Overholt.
  • Council received a memo from the Clerk/Deputy CAO (A) regarding Water Lot Land Sales at 79 Champlain Rd to Hindson Marina and 222 Fox Street to Foundry Cove Marina.
  • Council received the report for PL-2023-55 for 1255 Fuller Avenue Draft Plan of Subdivision (File No. PEN-SUB-2023-02) and Zoning By-law Amendment (File No. ZA 10/2023) and directed staff to report to a future meeting with a response to the public comments.
  • Council received a Background Report to the Building Permit Fee Review Public Meeting for information and directed staff to report back on the results of the Public Meeting with recommendations at a future meeting.
  • Council approved the Zoning By-law Amendment (File No. Z.A. 8/2023) 120 Military Road as presented to grant permission for a temporary use.
  • Council approved the Housing Affordability Task Force – Penetanguishene Priorities as presented.
  • Council approved the Site Plan Approval Exemption 151 McArthur Drive as presented.
  • Council approved the awarding of the contract for municipal insurance and risk management services to Marsh Canada for the years 2024 – 2028, with an option to renew for an additional three (3) years, at an annual premium for 2024 of $245,938.
  • Council approved the Committee of the Whole Report from September 13, 2023 with the exception an item from the Transportation and Environmental Services Section being the Installation of Fuel Storage Tanks and Fueling Station at 24 Centennial Drive which was pulled for discussion. The motion to approve was defeated through a recorded vote.
  • Council approved the amended Notice of Motion regarding options for 51 Dunlop Street as a multi-use recreation facility, specifically with the Protestant School Board and County of Simcoe. The motion was Seconded by Mayor D. Rawson.
  • Council passed 10 by-laws, including:
    • 2023-53vBeing a By-law to Authorize the Execution of an Agreement with Marsh Canada, for the provision of Municipal Insurance and Risk Management Services for the Town of Penetanguishene for the period of January 1, 2024 to December 31, 2028
    • 2023-54 Being a By-law to Exempt Certain Lands from Part Lot Control (200 Fox Street)
    • 2023-55 Being a By-law to Amend Zoning By-law 2022-17, as amended of The Corporation of the Town of Penetanguishene
    • 2023-56 Being a By-law to Amend Zoning By-law 2022-17, as amended of The Corporation of the Town of Penetanguishene
    • 2023-57 A By-Law to Appoint Allied Universal Security Services (Canada) Ltd. at Waypoint Centre for Mental Health Care Penetanguishene as Municipal Law Enforcement Officers
    • 2023-58 Being a By-law to Authorize the Entering into of a Dispatch and Information and Communication Services Agreement with the City of Barrie
    • 2023-59 Being a By-law to Declare Surplus and Authorize the sale of Part of the Bed of Penetanguishene Bay of Georgian Bay, Town of Penetanguishene, County of Simcoe more particularly described as Part 1 being part of PIN 58444-0251 in the Town of Penetanguishene
    • 2023-60 Being a By-law to Declare Surplus and Authorize the sale of Part of the Bed of Penetanguishene Bay of Georgian Bay, Town of Penetanguishene, County of Simcoe more particularly described as Parts 1, 2 and 3 being part of PIN 58444-025 in The Town of Penetanguishene
    • 2023-61 Being a By-law to Authorize the Execution of an Agreement Regarding the Lands Municipally Known as 120 Military Road
    • 2023-62 Being a By-law to Amend Zoning By-law 2022-17, as amended of The Corporation of the Town of Penetanguishene

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received a memo from the Director of Public Works regarding the County of Simcoe Transportation Master Plan Update.
  • Committee approved the Procurement Policy Amendment - By-law 2022-49 as presented.
  • Committee approved the Thompsons Road West Road Opening as presented.

RECREATION AND COMMUNITY SERVICES

  • Committee received a memo from the Director of Recreation and Community Services regarding the Ontario Trillium Foundation Resilient Community Fund.
  • Committee received an Active Transportation Program Summary for information.
  • Committee received a Third Party Event Report 2023 for information.

PLANNING AND COMMUNITY DEVELOPMENT SERVICES

  • Committee received the July 10, 2023 Economic Advisory Committee Meeting Minutes for information.
  • Committee received a memo from the Short-Term Rental Licensing Officer regarding the Parking Study 2023 for information.
  • Committee received a memo from the Municipal Law Enforcement Officer regarding the Monthly Activity Report – September 2023 for information.
  • Committee received a memo from the Director of Planning and Community Development regarding the 3rd Quarter Planning and Community Development Department Update.
  • Committee received a memo from the Short-Term Rental Licensing Officer regarding Short-Term Rental Licensing By-law Review for information.
  • Committee approved the Zoning By-law Amendment Z.A. 9/2023 – 200 Fox Street and 2 Hope Street as outlined. A Zoning By-law Amendment will be presented at the next meeting of Council.  

FINANCE AND CORPORATE SERVICES

  • Committee received the 2023 Quarter #3 Financial Summary for information.
  • Committee received the Service Excellence Strategy Update for information.
  • Committee approved the 2024 Fees and Charges By-law Update as outlined in the report. Updates to fees and charges will be effective on January 1, 2024.
  • Committee approved the 2024 Water & Wastewater Annual Indexing and Fee Update as outlined in the report.
