- Council had 10 residents participate in the Open Forum, where they were provided 2 minutes to speak about any municipal item.
- Mayor Rawson proclaimed that October 23, 2025 be observed as Water and Wastewater Operators Appreciation Day.
- Mayor Rawson proclaimed that October 21, 2025 be observed as Child Care Worker and Early Childhood Education Appreciation Day.
- Mayor Rawson proclaimed October 19-25, 2025 as Small Business Week in support of the local business community.
- Mayor Rawson proclaimed that October 19-25, 2025 be observed as Local Government Week.
- Council received a Town Dock Secondary Plan and Master Plan presentation from Sajecki Planning. Multiple comments from the public were made.
- Council received a presentation from the Economic Development Officer regarding Small Business Week 2025.

- Council approved the minutes from the September 10, 2025 Special Council and Council meetings.
- Council received a memo from the Director of Public Works regarding an update on Automated Speed Enforcement.
- Council received the Town Dock Secondary Plan and Master Plan Public Meeting report for discussion and directed staff to report back to Committee of the Whole.
- Council approved the additional funds required for the procurement of a sidewalk tractor.
- Council approved an update on the Respect in the Workplace Policy.
- Council approved the addition of Shannon Smith to the Economic Advisory Committee.
- Council approved the Committee of the Whole report from September 10, 2025.

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.
TRANSPORTATION AND ENVIRONMENTAL SERVICES
- Committee approved the Salt Management Plan Update 2025.
- Committee approved the Assumption of Municipal Services – Bellisle (Penetang) Development Phase 3 and release of the remaining securities.
- Committee approved the Assumption of Municipal Services – Bellisle (Penetang) Development Phase 4 and release of the remaining securities.
- Committee referred the Fox Street Pollution Control Plant Feasibility and Visioning Report back to staff.
RECREATION AND COMMUNITY SERVICES
- Committee received the Penetanguishene Library Board Meeting Minutes from May 26, 2025 and June 18, 2025 for information.
- Committee received the Museum and Heritage Advisory Committee Meeting Minutes from July 12, 2025 for information.
- Committee received the All Things Canadian Post Event Summary for information.
- Committee approved the partnership with La Clé for the development of a Summer Cultural Event debuting in 2027.
PLANNING AND COMMUNITY DEVELOPMENT SERVICES
- Committee received a Memo from the Municipal Law Enforcement Officer regarding the August 2025 Monthly Report.
FINANCE AND CORPORATE SERVICES
- Committee received a memo from the Chief Administrative Officer regarding the 2025 AMO Conference Delegations.
- Committee approved 2026 Draft Council and Committee of the Whole Meeting Calendar.
- Committee approved the Fire Service Feasibility Study to return to a separate Fire Service model.
