Council and Committee of the Whole Highlights: June 11th, 2025 – News Release 

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Upcoming meetings including agendas and minutes from the meetings are available on our website. This meeting is available for viewing on our YouTube Channel. 

Special Council 

  • Council received the Transportation Services Update for information 
  • Council approved the entering into agreements with the Town of Newmarket and the Automated Speed Enforcement Camera vendor for the supply and installation speed enforcement cameras throughout the Town of Penetanguishene.  

Council 

  • Council proclaimed June 15, 2025 as Elder Abuse Awareness day. 
  • Council held a public meeting to solicit public feedback related to the County of Simcoe Council Composition. 
  • Council presented the 2025 Senior of the year award to Mike and Shelley Duval. 
  • Council received a presentation from Avail Consulting related to the North Simcoe Community Safety and Wellbeing Plan. 
  • Council approved the May 14 Special Council and Council meeting minutes. 
  • Council did not consent to the County of Simcoe By-law 7119-25, to change the Composition of  Council of the County of Simcoe. 
  • Council approved the North Simcoe Community Safety and Well-Being Plan 2025-2029. 
  • Council directed staff to provide feedback to the Ministry of Municipal Affairs and Housing related to Bill 17 Protect Ontario by Building Smarter and Faster Act.  
  • Council approved initial acceptance  of municipal services for Maxson Subdivision Phase 2. 
  • Council approved the entering into a Waterfront Licensing Agreement with Nick Boudouris for the operation of a food truck in Rotary Champlain Wendat Park. 
  • Council approved the installation of four (4) Automated Speed Enforcement Cameras in Community Safety Zones throughout the municipality. 
  • Council approved the Committee of the Whole Report from May 14th, 2025. 
  • Council passed 2 by-laws: 
  • 2025-26 Amend the Traffic and Parking By-law 
  • 2025-27 Waterfront License Agreement 

Committee of the Whole 

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting. 

 

TRANSPORTATION AND ENVIRONMENTAL SERVICES 

  • Committee approved the Award for Construction Services to Charles Morden Construction Inc. for a three (3) year term   
  • Committee approved the Preventative Road Maintenance – Reclamite Asphalt Rejuvenator sole source quote to Superior Road Maintenance. 

RECREATION AND COMMUNITY SERVICES 

  • Committee received the Trails Committee Meeting Minutes of June 11, 2024. 
  • Committee received the Penetanguishene Public Library Board Meeting Minutes of April 28, 2025. 
  • Committee received a Memo from the Director of Recreation and Community Services related to the Clean Marine program. 
  • Committee postponed the discussion regarding McGuire Park Pickleball courts until the recommendations of the 2025 Recreation, Parks & Trails Strategy are received  to inform decision. 

PLANNING AND COMMUNITY DEVELOPMENT 

  • Committee received a Notice of Case Management Conference – 211 Fox Street (Queen’s Court). 
  • Committee received the Town Dock Adhoc Committee Meeting Minutes. 
  • Committee received the Downtown Parking Changes and Parking Permit System Workplan. 
  • Committee received a Memo from the Municipal Law Enforcement Officer related to the May monthly activity. 
  • Committee approved the Draft Plan of Subdivision (PEN-SUB-2024-02) and Zoning Bylaw Amendment (ZA 8/2024) for 128 Burke Street. 
  • Committee withdrew its Intention to Designate 47 Chatham Street. 
  • Committee withdrew its Intention to Designate 50 Robert Street West. 
  • Committee withdrew its Intention to Designate 131 Main Street. 

FINANCE AND CORPORATE SERVICES 

  • Committee received the Town Responses to Ice Storm – Reflection and Review.  
  • Committee approved 2026 Budget Timeline and Survey. 
  • Committee approved the enhancement of the 2026 Budget Public Consultations. 
  • Committee approved 2026 Budget Guidelines.
