Council & Committee of the Whole Highlights, December 14

Special Council Meeting  

  • Members of Council approved the Advisory Board and Committee Appointments for the 2022-2026 term.  

Council  

  • Council held a Public Meeting regarding the Zoning By-law Amendment for 69 and 71 Polish Avenue. Two written comments were submitted prior to the meeting. No verbal comments from the public were made. 
  • Staff presented Council with the 2022 Long Serving Staff Video, highlighting staff members who have reached 5, 10, 15, 20 years of service in the 2022 calendar year. The video is available on the Towns YouTube Channel.  
  • Council approved the staff recommendation regarding Zoning By-law Amendment (File No. Z.A. 3/2022) for 69 and 71 Polish Avenue to prepare a report for a future meeting to address comments received at the Public Meeting. 
  • Council approved the Fees and Charges By-law Annual Update as presented.  
  • Council approved the Temporary Extension to the Building Services Agreement with the Town of Midland as presented for the provision of Building Code Services until December 2023.  
  • Council approved the 2023 Insurance Renewal as presented.  
  • Council received a verbal update from Mayor Rawson regarding the Town Dock Ad-Hoc Committee and proposed 51 Dunlop Street Ad-Hoc Committee.   Each member of Council identified their priorities and aspirations for consideration in the preparation of the Terms of Reference. 
  • Council approved the Special Committee of the Whole Report from November 30th, 2022, and December 7, 2022.  
  • Council passed 4 By-laws, including: 
    • 2022-64 By-law to Establish and Approve the Fees and Charges of the Town of Penetanguishene 
    • 2022-65 A By-law Amendment to Appoint Municipal Law Enforcement Officers for the Town of Penetanguishene (Seasonal Staff – Public Works Department) 
    • 2022-66 Being a By-law to Appoint an Alternate Member to the Council of the County of Simcoe during an absence of the Mayor or Deputy Mayor 
    • 2022-67 A By-Law to Appoint Allied Universal Security Services (Canada) Ltd. at Waypoint Centre for Mental Health Care Penetanguishene as Municipal Law Enforcement Officers.  

Committee of the Whole 

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting. 

  • Committee approved the Council Information Packages from November 23 and December 7, 2022.  
  • Committee received the Committee of Adjustment Meeting Minutes from September 26 and October 17, 2022.  
  • Committee received the Municipal Law Enforcement Monthly Activity Report for November 2022.  
  • Committee received a memo regarding Award of Contract – Business Process Review of Planning, Building, By-law and Facilities Management. 
  • Committee received a memo regarding Site Plan By-law 2014-30 Review – Referral Project. 
  • Committee received a memo regarding Case Management Conference December 7, 2022 on appeals to new Zoning By-law 2022-17.  
  • Committee recommended approval of a Mandatory Pre-consultation By-law for development applications as presented.  
  • Committee received the Midland Penetanguishene Transit Ridership Quarterly Update – Q3 2022.  
  • Committee received the Proposed 5 Year Sidewalk Maintenance and Reconstruction Plan. 
  • Committee approved the Harbour Pointe Subdivision Phase 4 – Initial Acceptance of Granular Road Preparation, First Stage Curbs and underground infrastructure as outlined.  
  • Committee approved the Intersection of Dufferin Street, Burke Street and Robert Street East – 2023 Budget Process Update as presented.  
  • Committee received the Pedestrian Crossing Review on Robert Street West – Scott Street and Owen Street Intersections 2023 Budget Process Update for information.  
  • Committee received minutes from the Library Board and Curling Club, and a Tourist information Centre 2022 Summary for information.  
  • Committee approved the Town of Penetanguishene Land Acknowledgement and its various applications.  
  • Committee approved that $2,000 be added to the parks operating budget in 2023 for a portable toilet rental at Memorial Park. 
  • Committee approved that the staff include shade features and options as a priority item in playground replacement and park redevelopment projects and that Gendron Park, the dog park and Therrien Park be considered as priority areas for tree planting funded through the tree compensation reserve.  
  • Committee received the 2023 Development Charge Annual Indexing for information.  
  • Committee received the Youth Endowment Fund Annual Report for information.  
  • Committee received the 2011-2022 History of Grants Received report for information.
