Special Council
Council received the following update for information
- Fuller Avenue Pole Anchor Parcel Expropriation
Council convened in Closed Session in accordance with the Town of Penetanguishene Procedural By-law 2023-50, the Council of the Town of Penetanguishene move into an in-camera session to discuss:
- 58 Church Street Update
- Council had no residents participate in the Open Forum, where Council provides 2 minutes to speak about any municipal item.
- Mayor Rawson proclaimed the month of January as Crime Stoppers Month in Penetanguishene.
- Council received a video presentation of the 2025 Employee Recognition for Years of Service.
- Council approved the minutes from the November 12 Council meeting and November 12 Special Council meeting.
- The Mayor's 2026 Operating and Capital Budgets and the 2027 Capital Budget was deemed to be adopted, under the Strong Mayor Powers legislation.
- Council directed staff to submit comments related to the Environmental Registry of Ontario Post Consolidation of Conservation Authorities report as outlined in the staff report.
- Council approved the Committee of the Whole Report from November 12, 2025.
- Council approved the Special Committee of the While report from November 19, 2025. Council approved the Special Committee of the Whole (Budget #2) report from November 19, 2025.
- Council waived the rules of procedure in order to pass a Notice of Motion brought forward by Mayor Rawson relating to funding of Georgian Bay General Hospital.
- Council passed 5 By-laws:
- 2025-49 Fees and Charges 2026
- 2025-50 Provide for a 2026 Interim Tax Levy
- 2025-51 Authorize the Temporary Borrowing of Funds
- 2025-52 Zoning By-law Amendment 39 Poyntz Street
- 2025-53 Outdoor Ice Rink Agreement Roman Catholic Episcopal Corp
Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.
TRANSPORTATION AND ENVIRONMENTAL SERVICES

RECREATION AND COMMUNITY SERVICES
- Committee received the Bayside Summer Soirée Post Event Report for information.
- Committee received a memo from the Curator/Museum Supervisor regarding the Museum Resurface Capital Project for information.
- Committee received the Museum and Heritage Advisory Committee Minutes from October 16, 2025 for information.
- Committee received a memo from the Director of Recreation and Community Services regarding Recreation, Parks and Trails Strategy update for information.
- Committee directed staff to provide a follow up report on a Non-Resident User Fee Study following completion of the recreation planning exercises being completed by the Towns of Penetanguishene and Midland.
- Committee approved the WHO Age-Friendly Designation recommendations, including a letter of commitment from Mayor Rawson on behalf of the Town for the application process.
PLANNING AND COMMUNITY DEVELOPMENT SERVICES
- Committee received the Zoning By-law Amendment Application – 106 Robert Street West for information.
- Committee refused the Application to Repeal Heritage Designation By-law 2025-20 (21 Peel Street) as outlined.
- Committee approved the Development Deposits Policy in accordance with the Staff Report.
FINANCE AND CORPORATE SERVICES
- Committee received the 2025 Scholarship Program Report for information.
- Committee received the Charitable Gaming Update for information.
- Committee received a memo regarding the Launch of the iCity Online Customer Portal for information.
- Committee approved the 2026 Water and Wastewater Rates & Fees as outlined.
