Special Council

Council convened in Closed Session in accordance with the Town of Penetanguishene Procedural By-law 2023-50, the Council of the Town of Penetanguishene move into an in-camera session to discuss:

  • Presentation from the Chief Administrative Officer regarding the CUPE 2380.05 Outside Union Bargaining Mandate
  • Memo from the Director of Human Resources regarding the Wastewater Division - Staffing Update
  • Memo from the Director of Planning and Community Development - Town Dock Secondary Plan and Master Plan Private Properties

Council

  • Council received a presentation from Staff regarding the official launch of the Website Accessibility and Language Support Tool, a request from Students of Ecole St-Joseph in June 2025.
  • Council received a presentation from the Chief Administrative Officer regarding the 20-year Community-Based Strategic Plan 2-year progress update.
  • Council approved the minutes from the October 8 Council meeting and the October 29 Special Council meeting.
  • Council received a memo from the Planner regarding Bill 60, Fighting Delays and Building Faster Act, 2025.
  • Council received a memo from the Director of Public Works and Engineering regarding an update on Automated Speed Enforcement.
  • Council received a memo from the Director of Public Works and Engineering regarding the Micro Transit RFP Update.
  • Council received a memo from the Communications and Technology Coordinator regarding the launch of the Website Accessibility and Language Support Tool.
  • Council approved the feedback from the Wellbeing and Accessibility Committee to be provided to the Town Dock Technical Advisory Committee on the Town Dock Secondary Plan and Master Plan.
  • Council approved the Multi-Use Recreation Centre (MURC) Next Steps and Capital Plan as outlined in the report.
  • Council approved the Committee of the Whole Report from October 8, 2025.
  • Council approved the Special Committee of the Whole report from October 29, 2025.
  • Council passed 2 By-laws:
    • 2025-45 Municipal Law Enforcement Officer Appointment By-law (Winter Roads Operators)
    • 2025-46 Appoint an interim Fire Chief (John Crawford 2025-43)

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

TRANSPORTATION AND ENVIRONMENTAL SERVICES

  • Committee received the Midland Penetanguishene Transit Ridership Q3, Quarterly Update for information.

RECREATION AND COMMUNITY SERVICES

  • Committee received the Tourism Information Center 2025 Summary for information.
  • Committee received the Museum and Heritage Advisory Committee Meeting Minutes from September 11, 2025, for information.
  • Committee approved the St. Anns Agreement for the Outdoor Rink.

PLANNING AND COMMUNITY DEVELOPMENT SERVICES

  • Committee received the monthly activity report for September 2025 from the Municipal Law Enforcement department.
  • Committee received the Committee of Adjustment Meeting Minutes from August 25, 2025.
  • Committee received the Planning and Community Development 3rd Quarter Report for information.
  • Committee received a Memo from the Director of Planning and Community Development regarding the Proposed Building Code Amendments – Development Charge Payment at Occupancy.
  • Committee approved the Zoning By-law Amendment application for 39 Poyntz Street as outlined in the staff report.
  • Committee approved the Heritage Alteration Permit Policy as outlined in the report.
  • Committee approved the elimination of the Short-Term Rental software Granicus, which included the 24/7 complaint hotline as outlined.
  • Committee approved the results of the Public Consultation on changes to parking in Downtown.

FINANCE AND CORPORATE SERVICES

  • Committee received a memo from the Chief Administrative Officer regarding the Community Safety and Policing Grant 2025-2026 Application.
  • Committee received the 2025 Quarter 3 Financial Summary for information.
  • Committee received the 2026 Development Charge Annual Indexing for information.
  • Committee approved the Authorization of the Mayor and Director of Finance/Treasurer to Temporarily Borrow Funds to Meet Current Expenditures as required.
  • Committee approved the 2026 Fees and Charges By-Law update.
  • Committee approved the 2026 Interim Property Tax Levy as outlined.
  • Committee approved the Heads and Beds Payment-in-Lieu of Taxes strategy as outlined.
  • Committee approved the changes to the False Alarm By-Law.
