Council and Committee of the Whole Highlights: July 14

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Detailed agendas and minutes from the meetings are available on our website.

Council

  • Mayor Leroux on behalf of the Town of Penetanguishene Council proclaimed support for Fierte Simcoe Pride – 2021, by raising the Rainbow and Trans flags in celebration of diversity, to raise awareness and provide equality on July 26, 2021.
  • Council received a presentation from J Consulting Group regarding the Age Friendly Penetanguishene Study.
  • Council received a presentation from Don Chapman regarding the Virtual Terry Fox Day in the Heart of Georgian Bay 2021.
  • Council received a verbal update from the Chief Administrative Officer regarding COVID-19 Municipal Impacts.
  • Council approved the proposed thirteen (13) member OPP detachment Board for Southern Georgian Bay.
  • Council approved Mayor Leroux’s appointment of Karen Chaplin to the Trails Committee for the remainder of Council term.
  • Council approved recommendations within the Committee of the Whole report from June 9, 2021.
  • Council approved recommendations within the Special Committee of the Whole from June 23, 2021.
  • Council passed one (1) By-law being,
  • 2021-39 Being a By-law to Authorize the Execution of an Agreement with Waypoint Centre for Mental Health Care for the Use of the Pool and Gymnasiums Facilities from September 1, 2021 to August 31, 2026.

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received the Council information packages from June 14, 2021.
  • Committee approved the awarding of Construction Services Tender to Charles Morden Construction Inc. for a two-year term with the possibility of extension.
  • Committee approved Option 5 for the Fuller Avenue and Robert Street East Intersection Upgrades Project.
  • Committee received Museum & Heritage Committee Minutes dated May 13, 2021.
  • Committee received Vaccination Clinic and Ice Season Update for information.
  • Committee received a memo to Council regarding the Southern Georgian Bay Chamber of Commerce Agreement for information.
  • Committee declared Orange Shirt Day, a Day of Mourning, to be observed annually in accordance with the Towns Flag Policy.
  • Committee approved the Tourism information Centre Capital Project to make any necessary repairs to the Tourism Information Centre related to public safety and security.
  • Committee received a memo to Council regarding the Monthly By-law activity report for June 2021.
  • Committee received a memo to Council regarding the Business recovery Task Force Meeting #12.
  • Committee received a memo to Council regarding the P&D Quarter 2 update.
  • Committee approved the Site Plan for 40 Thompson Road respecting block 1, 6, 7 and 8.
  • Committee received a presentation by Strexer Harrop and Associated regarding the Business Retention and Expansion Study and Committee approved the Study to be used as a guidance document for future economic development activities.
  • Committee approved an intensification target of 40% being all new residential units be located within the Built Boundary and a density target of 50 persons and jobs per hectare for greenfield development.
  • Committee received the results of Public Meeting for Zoning By-law amendment at 39 Yeo Street and approved the rezoning from Deferred Development to Residential First Density Special zone.
  • Committee received a memo to Council regarding the CNCC Policing Costs.
  • Committee received the Youth Endowment Fund Annual Report.
  • Committee approved funding options for 51 Dunlop Street.

Special Committee of the Whole

In Camera Closed Session

  • Council Convened in Closed Session to discuss a litigation or potential litigation affecting the municipality or local board, including matters before administrative tribunals.
  • Council received an updated regarding the Queens Court Appeal.
