Council and Committee of the Whole Highlights October 14th, 2020

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Detailed agendas and minutes from the meetings are available on our website or you can view our livestream for additional details.

To ensure social distancing provisions are maintained, this meeting will be available for viewing on Rogers TV only as staff and members of Council will be participating in the meeting electronically. The open session portion of the meeting is posted on our YouTube Channel for viewing. 

Council

  • Council held the Statutory Public Meeting with respect to the Zoning By-law Amendments for the following properties: 38 Poyntz Street, 136 Fox Street, 17 Peel Street and 53 Church. No comments from the public were made. 
  • Council received a presentation from Monteith Brown to provide an update regarding the Arena & Recreation Centre Study.
  • Council received a presentation from the Family of Charles Duquette regarding the Official Penetanguishene Song.
  • Council declared the week of October 18th to 24th, 2020 in the Town of Penetanguishene as “Small Business Week” in support of local businesses.
  • Council appointed Chantal Switzer to the Penetanguishene Public Library Board.
  • Council received a second update regarding the shoreline condition related to high water level activity.  They approved $35,000 from the wharf reserve to complete an engineering assessment and design works to remediate damage to the sidewalk along the Dock Lunch and launch ramp.  Restoration to the boulder shoreline around McGibbon Point will also be completed this fall. 
  • Council awarded Metcon the tender for the Supply & Delivery of a Pre-packaged Containerized Chemical Feed System for the Fox Street STP Dechlorination System.  
  • Council passed a by-law to appoint the Municipal By-law Enforcement Officers for the Town of Penetanguishene (Road Patrol/Equipment Operator).

Committee of the Whole

  • Committee received Council Information package from September 18 and October 14, 2020 for information.
  • Committee received the Payette and Lepage Drinking Water System Inspection Reports 2020 for information purposes.
  • Committee received Notice of Study Commencement – 23 September 2020 for the Town of Penetanguishene Class Environmental Assessment Schedule ‘B’ Fuller Ave & Robert St. E Intersection Upgrade Project for information.
  • Committee received report for on-street Parking on Church Street for information. Council referred the report back to staff.
  • Committee approved the proposed changes outlined within the staff report to the Penetanguishene Transit route.
  • Committee approved the renewal of the agreement with La Cle d’la Baie en Huronie for the radio antenna and equipment on the Centennial Water Tower at 22 Centennial Drive for a period of five years.
  • Committee approved the proposed 5-year Preventative Road Maintenance Plan in principle and the additional funding required will be brought forward to the 2021 Budget process for consideration.
  • Committee received the Penetanguishene Public Library Board Minutes from August 24 and June 29, 2020 for information.
  • Committee approved the 100% fee waiver request for the use of the Lounge by the Community Emergency Response Team (CERT) for the purposes of conducting training meetings.
  • Committee received the request for financial assistance provided by the Penetang Junior ‘C’ Kings for information. Council approved staff recommendation to deny additional funding at this time.  
  • Committee received Business Recovery Task Force Meetings 3 & 4 minutes for information.
  • Committee received By-law Monthly Report August and September 2020 for information.
  • Committee received Huronia Animal Reports- Monthly Comparative Report for information.
  • Committee received 3rd Quarter Planning and Community Development Department Update for information.
  • Committee approved Lorraine Jordan of Team Jordan be retained by the Town of Penetanguishene to provide real estate services in accordance with Staff Report PL-2020-44.
  • Committee approved that a By-law be passed to lift Part Lot Control for the properties at 34 and 36 Robert Street West to expire three (3) years upon passage.
  • Committee received 3rd Qtr Financial Summary & COVID-19 Financial Impact Update #6 for information.
  • Committee received Connect Penetanguishene Summary for information.
  • Committee deferred the YMCA Midland Financial Request.
  • Committee approved the Amendment to the Town of Penetanguishene Youth Endowment Fund Agreement with the Huronia Communities Foundation.
  • Committee approved the recommended actions to Join the Coalition of Inclusive Municipalities.

Special Council

  • Council convened in an in-camera (closed session) to discuss two matters outlined below:
    • A pending acquisition or disposition of land by the municipality or local board;
    • litigation or potential litigation affecting the municipality or local board, including matters before administrative tribunals
