Council and Committee of the Whole Meeting Highlights: February 9, 2022

Council

  • Council received a presentation from Police Services Board Chair, Brian Cummings and Detachment Commander Joe Evans regarding the 2021 Annual Report.
  • Council received a verbal update from the Chief Administrative Officer regarding COVID-19 Municipal Impacts.
    • Council approved extending the Tourist Information Centre Operating Hours until the end of October.
    • Council received a memo regarding Advocacy Updates - Joint and Several Liability Reform.
    • Mayor Leroux proclaimed February as Black History Month.
    • Councillor St. Amant made a notice of motion regarding Nursing Shortages within Local Health Systems in correspondence to Bill 124.
    • Council approved 7 by-laws, including:
      • 2022-07 A By-Law to Appoint G4S Secure Solutions (Canada) Ltd on Waypoint Centre for Mental Health Care Penetanguishene as Municipal Law Enforcement Officers
      • 2022-08 A By-law Amendment to Appoint Municipal By-law Enforcement Officers for the Town of Penetanguishene (Lead Hand)
      • 2022-09 A By-law to Appoint the Municipal By-law Enforcement Officers for the Town of Penetanguishene (Road Patrol/Equipment Operator)
      • 2022-10 Amend By-law 2016-45 Being a By-law to Authorize the Execution of an Agreement with the Waypoint Centre for Mental Health Care (herein after “Waypoint”) and G4S Secure Solutions (Canada) Ltd (herein after “G4S”)
      • 2022-11 Being a By-law to Authorize the Entering into of an Agreement with the BGC North Simcoe for 2022-2025 Day Camp Operations
      • 2022-12 Being a By-law to establish a Pre-Servicing Agreement with Bay Moorings Marina Holdings GP Inc and Bay Mooring Marina Holdings Limited Partnership. (175 and 200 Fox Streets)
      • 2022-13 Being a By-law to Authorize the Entering into of an Agreement with Eramosa Engineering Inc. for the provision of SCADA Maintenance Services for the Water and Wastewater Divisions for a three (3) year term.

 

Committee of the Whole

Committee of the Whole (Committee) facilitates the decision-making process of Council. The Committee is comprised of all members of Council who fully participate in debate and forward recommendations to Council for final decision. Items that are discussed in Committee of the Whole are to be ratified at Council’s next meeting.

  • Committee received a presentation from J Consulting Group, Jodi Ball and approved the adoption of the Age Friendly Community Plan.
  • Committee received Midland Penetanguishene Transit Ridership Quarterly Update.
  • Committee received Penetanguishene Public Library Report to Council for    January 14, 2022 and February 2, 2022.
  • Committee received Museum and Heritage Committee Meeting Minutes from October 4, 2021.
  • Committee received the Penetanguishene Curling Club Meeting Minutes from January 18, 2022.
  • Committee received a memo to Council regarding the Friends of the Penetanguishene Youth BMX Pump Track Donation.
  • Committee received By-law Monthly Activity Reports for December 2021 and January 2022.
  • Committee received the Huronia Animal Control Monthly Comparative Report.
  • Committee received a memo to Council regarding Queen’s Court Official Plan Appeal – Case Management Conference January 21, 2022
  • Committee refused the application for the Signage Improvement Program under the Town of Penetanguishene Community Improvement Plan for the property at 1 Water Street.
  • Committee approved the Site Plan for the property at 9795 County Road 93 (Application SPA-21-07) in keeping with Staff Report PL-2022-08.
  • Committee received an update of the Local Climate Change Action Plan and its actions to recommend declaring a climate emergency.
  • Committee received a memo to Council regarding the CNCC Policing Cost update #8.
  • Committee received a verbal update from the CAO regarding the County of Simcoe Fire Services Review for information.
  • Committee received a verbal update from the CAO regarding the County of Simcoe Water and Wastewater Service Review reports for information.
  • Committee received that the 2022 increased OCIF allocation in the amount of $629,116 be shared between Wastewater and Public Works for roads infrastructure.

Special Council

Council convened in closed session in accordance with the Town of Penetanguishene Procedural By-law 2019-25 to discuss the following:

  • Council received a memo for information regarding the award drain maintenance within the Penetang Sand & Gravel Property for information.
  • Council received a memo regarding CNCC Policing Costs and approved that staff proceed as directed within the in-camera session.
  • Council received a memo for information regarding a land purchase inquiry from a resident at 975 Fuller Avenue.
  • Council received a legal and insurance claims update for information for the year 2021.
