Council Highlights - December 11, 2019

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Detailed agendas and minutes from the meetings are available on our website or you can view our livestream for additional details. Meetings take place the second and fourth Wednesday of each month unless otherwise noted.​

Special Council (In-Camera / Closed Session)

  • Council received an update from the Director of Planning and Community Development regarding the appeal of the new Official Plan Case Management Conference.
  • Council reviewed the bargaining strategy for the Volunteer Firefighters Association.

Council

  •  Council adopted the Town’s 2020 Operating and Capital Budget and the 2021 Capital Budget.
  • Council received an update from the CAO regarding the Municipal Modernization Funding Program where the Town has applied for grants related to reviewing shared services as well as business and workflow reviews. 
  • Council approved the recommendations from the Committee of the Whole report of November 27, 2019.
  • Council passed three (3) By-laws including a bylaw to amend the water rates, a by-law to temporary borrow funds, and a by-law to provide for a 2020 interim tax levy. 

Committee of the Whole (items that were discussed to be ratified at Council’s next meeting):

  • Committee moved a motion to support the Board of Health for the Simcoe Muskoka District Health Unit to recommend that the Simcoe Muskoka District Health Unit (SMDHU) remain as an independent health unit operating within its current boundaries and under its current governance structure.
  • Committee requested that Staff come back with additional options regarding parking concerns on Church Street.
  • Committee approved staff proceed with application to the Investing in Canada Infrastructure Program for the Navy Lane Drainage Improvement Program.
  • Committee deferred the Ojibwa Landing Ecological and Human Health Risk Assessment Report – Land Use Survey to a meeting in January 2020.
  • Committee received for information a report regarding the Thompson Road West Extension options.
  • Committee requested that staff proceed with a Request for Proposals process for transit bus stop/shelters and advertising options.
  • Committee approved Option 2 for winter maintenance on Peel Street by maintaining the sidewalks and staircases on Peel Street and in the Canada House Parking Lot to provincial maintenance standards by Town staff.
  • Committee approved the agreement with the Georgian Bay Snowriders with an authorizing By-law to be brought forward to a future meeting.
  • Committee received for information the Land Use Compatibility Assessment for Harbour Pointe Subdivision.
  • Committee received for information the Huronia Airport Commission Strategic Development Plan.
  • Committee received for information a report regarding emergency repairs required to the generator at the Firehall.
  • Committee approved the 2020-2021 Work plans for the Trails, Museum & Heritage, and Community Wellbeing Committee.
