Council Highlights - November 13, 2019

Council Highlights provide a brief overview of noteworthy decisions and presentations made at Town of Penetanguishene Council meetings. Meetings take place the second and fourth Wednesday of each month unless otherwise noted.​

Council

  • Council held the Statutory Public Meeting and reviewed the background information for the proposed Removing of the Holding “H” Symbol for 70 Polish Avenue.
  • Council received an update for MPP Jill Dunlop regarding the Provincial activities as it relates to Simcoe North.
  • Council approved an update to the Composite Fee By-law including the harmonization of fees for Fire and Emergency Services with the Town of Midland.
  • Council approved the submission of comments to the Province of Ontario through the Environmental Registry of Ontario regarding Transforming and Modernizing Ontario’s Building Services.
  • Council approved the recommendations from the Committee of the Whole report of October 23, 2019.
  • Council approved the recommendations from the Special Committee of the Whole report of October 30, 2019 (Budget) with the addition of a motion to support the Georgian Bay Family Physician Recruitment request in the amount of $8,500.
  • Council passed two By-laws including one to Remove the Holding “H” Symbol from 70 Polish Avenue and the other the updated Fees and Charges By-law.

Committee of the Whole (items that were discussed to be ratified at Council’s next meeting):

  • Committee received and update regarding the contract award to WSP to prepare a Community Improvement and Incentive Program and the purchase of illuminated street light decorations for Main Street.
  • Committee received a report for information regarding the 2019 Downtown Parking Study and approved the release of a survey to allow public feedback on parking in the Downtown area.
  • Committee approved the removal from title the inhibiting order on Phase 2 lands of a subdivision that was approved in 1999, removal from the title the Subdivision Agreement and passage of a Deeming Bylaw to consolidate the lands back into a single parcel of land. In doing so it will facilitate the redevelopment of the vacant property on Fox Street north of McGuire Park for a potential redevelopment by Mr. Carl Strand of Affordable Housing Corporation proposed as an affordable seniors housing.
  • Committee received a request to waive development charges from the Georgian Bay Cancer Support Centre. Staff were directed to respond noting that the request was not approved, but that they are encouraged to participate in our Community Grant Program in the future for funding requests.
  • The CAO updated Committee on the final stages of the Strategic Plan for 2019-2023. The Community version of the Strategic Plan will be presented to Council on November 27, 2019 for final approval. 
  • Committee received an update regarding the monthly transit ridership and the County Road 93 multi-use trail project.
  • Committee discussed the options for winter maintenance on Peel Street (Main to Simcoe) related to sidewalks and stairs on municipal property. Committee approved additional funds in the amount of $10,000 in the snow removal budget to cover the cost of the maintenance.  
  • Committee received an update regarding the municipal subsidy program provided by the municipality and an update on the structural repairs on the Wharf.
