Council and Committee of the Whole Highlights: February 10, 2021

Council

  • Mayor Leroux on behalf of the Town of Penetanguishene Council declared the Month of February 2021 as Black History Month.
  • Council held the Statutory Public Meeting with respect to the Zoning By-law Amendments for the following properties: 77 Fox Street and 255 Champlain Road. Comments were made by members of the public in attendance and will be reported on at an upcoming Committee of the Whole meeting.
  • Council received a presentation from Georgian Bay General Hospital to thank the Town for their yearly donation and update Council on the hospital’s status.
  • Council received a presentation regarding a 2020 ‘Year in Review’ update from the Southern Georgian Bay Detachment Commander.
  • Council approved that the ice be removed from the Penetanguishene Memorial Community Centre for the remainder of the 2020-2021 ice season as outlined by staff.
  • Council received the Huronia Airport, 2019 Strategic Development Plan – Next Steps Report for information. Council endorses the recommended next steps strategy as outlined within report CAO-2021-03 as it relates to the Huronia Airport Strategic Development Plan report.
  • Council approved entering into a Letter of Agreement with Her Majesty the Queen in Right of Ontario (as represented by the Minister of Transportation) for the provision of Gas Tax funding for the Town of Penetanguishene Transit System.
  • Council received the Policing Costs at the Central North Correctional Centre Report for information. Council approved supporting the efforts outlined in this report to engage and lobby the Provincial Government with respect to fair financial treatment pertaining to the Central North Correctional Centre.
  • Council approved all recommendations in the January 13th, 2021 Committee of the Whole Report as presented.
  • Council passed 6 by-laws including:
    • 2021-07 Being a By-law to Authorize the Execution of an Agreement with The Corporation of the County of Simcoe for the Expanded Use of Municipally Owned Premises at 10 Robert Street West (Old Fire Hall Bays).
    • 2021-08 Being a By-law to Authorize the Entering into an Encroachment Agreement with Leonard Allen (107 Main Street)
    • 2021-09 Being a By-Law to Authorize the Procurement of Natural Gas through Local Authority Services (“LAS”)
    • 2021-10 Being a By-Law to Authorize the Execution of the Dedicated Gas Tax Funds between The Town of Penetanguishene and Her Majesty the Queen in Right of the Province of Ontario, hereby Represented by the Ministry of Transportation
    • 2021-11 Being a By-law to Amend Zoning By-law 2000-02, as amended of The Corporation of the Town of Penetanguishene (Remove ‘H’ Symbol from 255 Champlain Road)
    • 2021-12 Being a By-law to Amend Zoning By-law 2000-02 as amended of the Corporation of the Town of Penetanguishene (Harbour Pointe Subdivision Phase 4)

Committee of the Whole

  • Committee received the Council information package from January 22, 2021 and February 10, 2021 for information.
  • Committee received the Midland Penetanguishene Transit Ridership quarterly update for information.
  • Committee received a Memo to Council regarding the Award of the Payette Secondary Water Supply MCEA– Correction.
  • Committee received the proposed 5 Year Sidewalk Preventative Maintenance Plan for information.
  • Committee approved the recommended action that the exemption clause in Bylaw 2018-12 being a Bylaw to Establish a Procurement Policy for the Corporation of the Town of Penetanguishene be approved to allow for Electronic Submissions for all procurement opportunities, including Requests for Proposals and Requests for Tenders.
  • Committee approved the Final Acceptance and Assumption of the municipal services associated with the Southgate Subdivision (Phase 1).
  • Committee approved the Initial Acceptance of the following underground municipal services within Phase 3 of the Harbour Pointe Subdivision.
  • Committee received the January 2021 monthly Library Report for information.
  • Committee received the February 20, 2020 Museum & Heritage Advisory Committee minutes for information.
  • Committee received the January 20, 2020 Community Wellbeing Committee minutes for information.
  • Committee received the Fee Waiver Request 2020 Report for information.
  • Committee approved the Town to proceed with Option 5 for the Town sign and that relocation site of the angels on County Road 93 entering Penetanguishene be established prior to the location of a new sign.
  • Committee received the January 2021 Monthly Municipal Law Enforcement Activity Report for information.
  • Committee received a memo regarding the Business Recovery Task Force Meeting #7 and #8 for information.
  • Committee received a memo regarding the Queens Court Appeals Update – 221 Fox Street for information.
  • Committee approved the recommended action to approve the property at 120 Gilwood Park Drive (Application SPA-01-2020) for the development of two (2) single detached dwellings.
  • Committee approved that recommended action that a By-law be passed to authorize the Mayor and Clerk to sign the Consent Agreement for execution regarding the lands municipally known as 1075 Lafontaine Road.
  • Committee recommended that Council approve a loan from the Hydro Electric Commission (HEC) Reserve Fund for the Town’s net funding required for the Concrete Wharf Structural Repairs project in the amount of $255,000 with repayment terms as outlined in the staff recommendation.
  • Committee received the Development Charge Interest Policy Report for information and recommended that the Development Charge Interest Policy be approved by Council.
